 Abstract 

The article considers the concept of "social state" (German: Sozialstaat) – a model of the state, whose policy is aimed at redistributing material goods in accordance with the principle of social justice in order to achieve a decent standard of living for each citizen, smoothing social differences and helping those in need. The modern trend in the development of the theory of the social state is its universalization. Today, the ideological superstructure of the social state has no significant influence. The issues of interrelation of the concepts of "social state" and "legal state", the system of state minimum standards, the principles of build-ing a social state, the mutual obligations of the state, society and the citizen, their responsibility are considered. It is noted that the citizen himself bears social responsibility - he is obliged to comply with the current legislation, and he transfers part of his property to national needs through taxes. We must not forget that the citizen himself is socially responsible for the material prosperity of his relatives, for the proper upbringing of children, the maintenance of his parents, etc. At the same time, social dependency should not be allowed, when citizens feel that others should give them everything, regardless of whether they are entitled to such support. The key role of business structures in the construction of a modern state is noted, and on an initiative basis and not only in the relationship "employer-employee". At present, the State alone cannot provide the necessary standard of living. The financing of the social sphere by business, in addition to the social costs of the state, is both a necessity and a normal building of relations in society. In turn, the state should encourage businesses to engage in such behaviour.
